Philadelphia officials say Barbara Friedes was riding her bike on Spruce Street when she was struck and killed by a driver, Michael Vahey. In a news conference, District Attorney Larry Krasner, Police Commissioner Kevin Bethel and members of the Bicycle Coalition of Greater Philadelphia spoke about the charges.
