Philadelphia-area police identify 2 suspects wanted in carjacking with a 2-month-old in the car

UPPER DARBY, Pa. (CBS) — Upper Darby Police have identified Phillis Fugah, 23, from Upper Darby, and Ian Dean, 21, from Southwest Philadelphia, as the two suspects wanted in a carjacking and shooting in Upper Darby on Thursday afternoon.

Police say Fugah faces charges of criminal attempt murder, robbery, and other related offenses, while Dean has an active warrant for robbery and other related offenses. 

Upper Darby Police Superintendent Timothy Bernhardt said a shot was fired during the carjacking in the 7100 block of West Chester Pike. Bernhardt said the bullet struck a SEPTA bus, but no one was hit by gunfire.

Bernhardt said two suspects came up to a car with a father and two kids inside. According to Bernhardt, a scuffle ensued, and a 5-year-old child got out of the vehicle while a 2-month-old was still in the car.

The two suspects ditched the car about three blocks away, where police recovered it with the 2-month-old inside, Bernhardt said.

The family is OK, police said.

Police are searching for the Fugah and Dean, and believe one of them took off toward the Cobbs Creek golf course.

Authorities consider both suspects to be armed and dangerous and are urging the public not to approach them.  

Officers from Philadelphia and other nearby communities are assisting Upper Darby police, Bernhardt said. 

CBS News Philadelphia was there as police executed a search warrant at a house for the suspects later Thursday. Investigators said they didn't find the men, but detectives stayed and searched the house for evidence after they received tips that one of the suspects lived there. 

The house was only feet away from where the carjacking took place. Police have a message for a two men hiding from them. 

"I am pleading with the two of you: Turn yourself in. We know who you are, and we are asking you to turn yourselves in," Bernhardt said.

The incident led to the closure of West Chester Pike's westbound lanes from Keystone Avenue to State Road. All lanes reopened around 5 p.m.

Anyone with information on the whereabouts of Fugah and Dean, are asked to call 911.
