West Chester Man Sentenced For Photographing Minors In Rest Stop Bathrooms

CECIL COUNTY, Md. (CBS) - Authorities have sentenced a West Chester man to ten years in prison for taking photos of young boys while they used the urinals at two different rest stops off I-95 in Maryland.
Aided by the FBI and Maryland State Police, the U.S. Attorney for the District of Maryland sentenced 28-year-old Brian Matthew Williams to the ten-year jail term, plus 50 years of supervised release for the receipt of child pornography.
According to his plea agreement, in early May of last year, Williams spent nearly five hours at the Maryland House and Chesapeake House rest stops, walking in and out of the restrooms filming several minor males, most of whom were pre-pubescent, as they used the urinals.
He would position himself at an adjacent urinal and used his cellphone to create 21 videos. Williams would then leave the bathroom and take full length images of the young boys as they walked out, including their faces.
A parent noticed him acting suspiciously and called police. He was promptly arrested and released on bond the same day.
A background check showed that Williams had been questioned by authorities in two similar incidents. In 2007, complaints were filed that Williams was following minors in to the restroom at a college basketball game. In 2010, he was questioned after an off-duty police officer saw him pointing his cell phone at the genitals of young boys using the restroom. He was never charged in either case.
