The National Constitution Center says it will "honor the dedication and sacrifices of the brave men and women who have answered the Constitution's call to "provide for the common defense" with a flag- raising ceremony on the museum's front lawn at 9:15 a.m., followed by a moment of silence and wreath-laying ceremony at 11 a.m. Guests will be given the opportunity to write thank-you letters to veterans and make crafts.
