Upper Darby Parents Charged With Endangering The Welfare Of Young Children

UPPER DARBY, Pa. (CBS) -- An Upper Darby man and woman have been charged with endangering the welfare of a child after police found a seven-year-old boy and two five-years-olds home alone in a house described by the police superintendent as 'deplorable.'

"The place was labeled unfit for human habitation due to the dirty structure, the holes in the wall, electrical wires, plumbing that wasn't working, a hot water heater that wasn't working," Police Chief Michael Chitwood said in a press conference.

Police say the home had no hot water and it was filled with human waste.

Police searched the house after receiving a 9-1-1 call at 8:30 a.m. Tuesday. When the 9-1-1 dispatcher called back, a child picked up the phone and said he was 16-years-old, but police were suspicious.

"Just by listening to the voice, they knew he wasn't 16," Chitwood said.

Police traced the call to a house on Springton Road, and when they arrived, they found the three children home alone.

Police describe the home as trash filled with holes in the roof and damaged plumbing. At least one toilet was not in working condition, and a nearby bathtub was being used as a toilet instead.

During the police search, the children's parents, 37-year-old Yolanda Isaac and 27-year-old Khalil Timbers, returned to the home. The children were placed under the care of Children and Youth Services and are now staying with a relative.
