Two Employees Of Retiring Philadelphia Councilwoman Fined By Board Of Ethics

PHILADELPHIA (CBS) - Two employees of a retiring city councilwoman have been fined by the Philadelphia Board of Ethics for using time and materials on the job for campaign activities.
The Board of Ethics served a subpoena last May on the office of Councilwoman Donna Miller, who had already announced her retirement and was supporting another candidate, Verna Tyner, to succeed her.
Now, the Ethics board has fined two of Miller's employees, Michael Quintero Moore and Kacy Nickens, around $3,000 each for conducting activities on the job in support of that candidate.
Shane Creamer, executive director of the Ethics Board, says a resolution of the cases sends a clear message to others.
"City employees may not engage in political activity while on duty in City Hall or while using city resources such as printers or computers," Creamer said. "And these two agreements demonstrate that there will be consequences for those who violate these rules."
KYW Newsradio sought comment from Miller's office but no one answered the phone.
