Suspect On The Run After Crashing SUV, Getting Tasered In Spring Garden

PHILADELPHIA (CBS) - When you look at what's left of a Ford Explorer turned upside down, it makes you wonder how anyone was able to walk away uninjured. But Philadelphia police say the suspect they're looking for was behind the wheel of the SUV when it crashed.
Police first spotted the suspicious vehicle on Allegheny Avenue in Kensington early Thursday morning. A sergeant ran the vehicle's plate number and it came back as stolen. When the sergeant tried to pull the driver over, police say the suspect sped away southbound on I-95.
Because of a new police policy, the officer did not engage in a high-speed pursuit and the suspect got away. However, minutes later, the suspect hit another vehicle at 6th and Callowhill Streets and then flipped over.
A nearby officer overheard the crash and then drove to the scene. He saw the suspect running away from the scene.
There was a foot pursuit and then a struggle. The officer says he tasered the suspect, but the suspect still managed to get away.
Meanwhile, a Good Samaritan who stopped to help at the accident scene, says the suspect got into her car and took off.
He was last seen driving her stolen car near Spring Garden and Columbus Boulevard. The suspect is described as a white male, between 20 to 30-years-of-age, with short brown hair and approximately 6'1". He was last seen wearing a grey sleeveless t-shirt with black shorts.
