Police ID Suspect In Deadly Tacony Shooting Over Dog Waste

PHILADELPHIA (CBS) – Authorities say the suspect charged in the shooting death of a man over a dispute about dog waste had his license to carry a weapon revoked last month.
Tyrirk Harris, 27, has been charged with murder and other related offenses in the shooting death of 47-year-old Franklin Manuel Santana in the 6500 block of Torresdale Avenue Tuesday afternoon.
According to investigators, the incident began when Santana confronted Harris after Harris' dog had defecated in his yard.
Authorities say Harris was carrying a gun, and when the confrontation turned physical, there was a struggle gun, shots were fired and Santana was shot dead.
Santana was shot at least three times in the neck and head. He leaves behind a young baby.
Philadelphia Police Commissioner Charles Ramsey called the incident a "senseless tragedy."
"Those kinds of things just have to stop … that just makes no sense at all. I understand that supposedly there was some struggle, but multiples shots fired here and multiples shots is not accidental," Ramsey said.
Residents along the block say the Chihuahua has been an issue in the past, but they can't believe an argument over the dog turned deadly.
"Just feel really bad about this whole thing, this whole incident. I mean a two-and-a-half year old baby doesn't have a father now. Over dog dirt, it's ridiculous."
Neighbors say Harris had recently lost his job as a school district police officer, and he regularly carried a gun in a holster, they say. Police say he had a license to carry but it had been revoked in January.
Harris has been charged with murder and related offenses. He remains behind bars.
