Philadelphia Hoping To Make Quick Work of Latest Snowstorm

PHILADELPHIA (CBS) -- The City of Philadelphia ended its snow emergency declaration about noontime today. That means parking is once again allowed along the major roads of the city.
Parking regulations will also be enforced starting at 4 p.m.
Meantime, the Streets Department was still at full deployment, with 700 workers operating 370 pieces of equipment.
As of 12 noon they were focused on clearing primary and secondary roads, and officials expected them to begin plowing residential streets this afternoon.
Because snow continued to fall into late morning, most of the operation has been salting, with crews only plowing where necessary.
City government offices opened with a two-hour delay, while city courts were closed for the day.
Trash and recycling collection was canceled for today. Those residents are asked to hold their trash until next week. Tuesday pickups will take place as scheduled.
And Streets commissioner Dave Perri says for the rest of the week, driveway collection is canceled as well.
"If you normally place your trash and recycling in your driveway, we need you this week, to place those collections curbside," Perri said.
And as the plowing and salting continues, Perri reminds residents you can't shovel snow into the streets.
"This causes serious problems. First of all with the low temperatures expected, this will freeze and turn into a solid mass of ice." Perri said.
He says that means one of their trucks having to come through again, and slowing down the operation.
