Governor Wolf Vetoes Entire Pa. Budget

HARRISBURG, Pa., (CBS) -- Pennsylvania will start the new budget year without a spending plan. For the first time in decades, the governor will veto the entire budget sent to his desk.
As the state Senate gave final approval to the GOP-drafted spending plan, the top Republican in the Senate, Joe Scarnati, said he was proud of the budget.
"This is a fine budget. And I'll stand up and defend this budget, day in and day after. But if this governor wants to veto this budget, he has to pass the 'red face' test."
But Governor Tom Wolf wasted no time announcing Tuesday night he will veto the entire budget.
"It's what I feared. This is a budget that actually doesn't work. It simply doesn't work."
The legislature also sent Wolf two other major pieces of legislation, bills that would privatize liquor sales and would overhaul pensions for school and state employees. The governor has previously indicated opposition to both but said he'll withhold his veto for now pending a review of those bills.
