PHILADELPHIA (CBS) - Mayor Michael Nutter called the loss of two firefighters, yesterday, a terrible loss for the Fire Department, the city and the firefighters' families.
Appearing on Eyewitness News on the CW-Philly, this morning, Nutter said the city will continue to pursue all possible legal action against the property owners, including "outstanding taxes, where the owners are, what they're doing -- their failure to respond to at least three violation notices that we sent. We know that they received them."

Nutter says it is ultimately the property owner's responsibility to ensure the safety of their property and building.
As for neighbors who say they had repeatedly complained to the city -- and, they argue, the city did nothing -- the mayor said, "We proceeded on those complaints in accordance with our own rules and regulations. As I mentioned: three direct notices, three times they did not respond."
The mayor says District Attorney Seth Williams is actively conducting a full investigation.
