Montco Man Charged With Second Fetish Crime, This Time At King Of Prussia Mall

KING OF PRUSSIA, Pa. (CBS) -- A Montgomery County man, already awaiting trial for stalking a woman and then breaking into her home and stealing some of her most intimate apparel, is under arrest again for allegedly "peeping" at the King of Prussia Mall.
Law enforcement authorities say Kornwell Chan had a video camera hidden inside a bag, pointing upward, when he was confronted by mall security on Mother's Day.
Police say the 37-year-old Dresher, Pa. man used the camera to look up women's dresses while they were shopping in department stores.
Montgomery Count District Attorney Risa Ferman says it's the kind of crime that undermines someone's sense of security.
"And a crime like this, where someone invades your space, they invade your private areas and they're able to somehow get inside of your head and get close to you, is very disconcerting," she said.
Ferman says Chan was arrested earlier this year for breaking into a home in Springfield Township and stealing a woman's underwear (see related story). She says he met that woman while they waited for the train at the Oreland station, but the victim told police the conversations became too personal and she tried to avoid him.
Chan is being held in lieu of $500,000 cash bail on the new charges.
