Malnourished Horses Found Tied To Fence In North Philadelphia

PHILADELPHIA (CBS) – Officers with the Pennsylvania SPCA are investigating the discovery of two malnourished horses that were found tied to a fence in Philadelphia early Wednesday morning.
The horses were found by neighbors at 7th and Diamond Streets in North Philadelphia.
According to officials with the PSCPA, the horses were found tied to a chain link fence adjacent to a home with no food in sight.
Officers with the PSPCA said the horses appeared to be malnourished.
"Everybody thinks it's fun to have a horse and they either get them for free or they get them at auctions at very low cost. They bring them back and they learn very rapidly that they're unable to care for them, and the animals suffer. Horses are great animals, but you have to be prepared financially and the capabilities to care for them," Wendy Marano of the PSPCA said.
One neighbor told Eyewitness News that one of the horses actually nudged her while she was on break from work.
"I was standing on my steps, smoking a cigarette, taking a break and something nudged me on my shoulder and I felt a deep breath. I jumped and turned around and the brown horse was nudging me on my shoulder," Yvette Chamberlain explained.
Chamberlain said she has seen men riding the horses around the neighborhood and some neighbors said the horses have given rides to neighborhood children.
For the time being, the horses will remain in the care of the PSPCA to be evaluated.
