Heavy Rain Creates Flooding Concerns

PHILADELPHIA (CBS) -- Rain will be spotty and light Tuesday. But by the afternoon, winds will gust to 30 miles an hour. That will keep it chilly and uncomfortable.
You will definitely need a jacket, as temperatures will stay in the 50's.

A FLOOD WATCH will go into effect early Wednesday and continue into Thursday morning. Rain will fall heavy at times. Our latest computer models indicate that Philadelphia could pick up 2-3" of rain before the storm moves out early Thursday morning. Flooding in poor drainage areas is expected. We will be watching our streams and creeks across the Delaware Valley for flooding as well.
Wednesday will also be a windy day, with persistent east winds gusting to 30 miles an hour.
While temperatures Wednesday will stay in the 50's, warmth arrives Thursday, sending temperatures into the 70's - which will feel great after two cold, wet days.
