Effects of Obamacare Legislation Will Come Slowly, Local Experts Believe

PHILADELPHIA (CBS) -- Major portions of President Obama's "Affordable Care Act" are scheduled to go into effect next year, and several studies seem to indicate that it may prompt development of more small businesses because entrepreneurs will feel that securing health care for themselves and their employees will be less of an issue.
But will that really happen?
Dr. George Sillup (right), chairman of pharmaceutical and healthcare marketing at St. Joseph's University, doesn't mince words.
"Don't quit your day job yet," he advises those wanting to start a business. "We're just beginning the full implementation of Obamacare."
Sillup believes entrepreneurs will wait until the ACA is implemented and the insurance exchanges set up so they can shop around to see how much it will actually cost.
Bill Aaronson (right), associate dean for graduate programs and professor of health care management at Temple University, agrees.
"Right now everything is a theory -- it's a hypothetical. No one is going to act on a hypothetical," he tells KYW Newsradio.
And local entrepreneur Walter Hoff (below right) -- president of Development First LLC in Warrington, Pa. -- sees similar uncertainty in the near future.
"There's just too much uncertainty as to what is going to be in this Affordable Health Care Act. I was just with an insurance executive about a month ago and he was saying, 'We're not sure where we are going to be.' "
