Driver Facing Charges In Deadly Northeast Philadelphia Crash

PHILADELPHIA (CBS) -- Two people are dead and one man is in custody after a multi-vehicle crash in the Oxford Circle section of Philadelphia early Tuesday morning.
Police say it happened at about 12:30 a.m. at the intersection of St. Vincent Street and Bustleton Avenue.
Investigators say a man, identified by police as 33-year-old Robert Bregenzer, was driving a GMC Yukon and ran a red light and hit a Honda Accord. The Honda then hit a Jeep.
Two people in the Honda were pronounced dead at the scene. One of the victims has been identified as Liang Pan. The second victim has not been identified.
Police believe the driver who caused the crash was under the influence of drugs.
"The driver of the striking vehicle that caused the accident, the 33-year-old male has no injuries," said Chief Inspector Scott Small. "However, he appeared highly impaired."
Police found several types of drugs, as well as a syringe in his possession. He was arrested at the scene for driving while under the influence of narcotics. Investigators say Bregenzer is facing Involuntary Manslaughter, Homicide by Vehicle and related charges.
The driver of the Jeep was transported to the hospital with bumps and bruises.
The accident remains under investigation.
