Del. Man Who Acted As Foster Parent Arrested For Alleged Sexual Abuse Of Child
NEWARK, Del. (CBS) – A Delaware man has been arrested and charged with numerous counts of sexual abuse of a child.
Sixty-one-year-old Lazarus Rougier, of Newark, has been charged with two counts of unlawful sexual contact in the first degree, continuous sexual abuse of a child and sexual abuse of a child by a person of trust in the first degree.
According to officials, the Rougier family fostered children as young as 10 in their home starting in 2003 and ending in 2013. The child in question was reportedly was subjected to abuse by Rougier over a number of years.
Rougier was arrested and committed to Howard Young Correctional Center in lieu of bail and issued a no contact order.
