Nutter's Office, City Council Still Sparring Over Property Taxes

PHILADELPHIA (CBS) - The political firestorm over Mayor Nutter's plan to revamp Philadelphia property taxes -- in order to bail out the school system -- continues to prompt questions by City Council members.
Frustration was voiced by council members over the decision that faces them: approving a new property tax overhaul that could result in higher taxes for many homeowners in order to get an additional $94-million to the school district.
Councilman Bill Green sparred the mayor's finance chief Rob Dubow, and mentioned one resident who fears a whopping tax hike.
"Why is it fair next year to her when she's going to be paying $1,000 more than she otherwise would?" Green asked.
"It's fair because it will based on the actual value of her home," Dubow replied.
Some on council favor delaying the switch until next year.
