City Council Candidate's Use Of Personal Funds Triggers Key Ruling From Philadelphia Ethics Board

PHILADELPHIA (CBS) -- More cash may soon be flowing into one of the most hotly-contested races for Philadelphia City Council.
The city's Board of Ethics is doubling the campaign contributions limits for the May Democratic primary for the 2nd Councilmanic District, covering much of south and southwest Philadelphia. In that race, incumbent councilman Kenyatta Johnson faces a challenge from developer Orie Fiebush.
Fiebush, according the Ethics Board, has put more than $250,000 of his own money into his campaign, and by law that triggers a doubling of contribution limits on other candidates. Those limits will now be $5,800 for donations from individuals and $23,000 from political committees -- but only for the 2nd District.
Other council races must adhere to the standard limits.
This ruling allows Johnson to step up his fundraising, and the resulting advertising will likely push the 2nd District race to even higher prominence as the primary approaches.
