Bill Clinton To Return To Philly

PHILADELPHIA (CBS) - Former President Bill Clinton returns to the National Constitution Center to deliver a lunchtime speech.
This time, he'll deliver the keynote address at a private event organized by the State Budget Crisis Task Force, a group that works to find solutions to the fiscal problems states are facing in a time of shrinking budgets and revenues.
Task Force co-chair and former New York Lieutenant Governor Richard Ravitch says as daunting as the job might be, the United States has cracked tougher nuts.
"We ended slavery, we won two world wars, we ended racial segregation, we beat the Russians and avoided a nuclear holocaust."
Mayor Nutter will speak in the morning about the view from the cities.
"As cities have had to take a variety of actions, we've also been impacted by, in many instances, state cuts, and certainly, federal cuts, so it all kind of rolls down, and we have all been affected," Nutter says.
The event is closed to the public.
