Analysis: Philadelphia School District's Budget Crisis

PHILADELPHIA (CBS) - Philadelphia Public schools are facing a $300 million deficit and, so far, political leaders have failed to reach an agreement to stop cutbacks.

Many schools are threatened with severe cutbacks, but Helen Gym, co-founder of Parents United For Public Education, says there is crisis after crisis because the School Reform Commission keeps hiring out-of city superintendents and forgets basic values.

"Education is fundamentally about stability, it's about quality instruction, it's about investing in professional development. And when you look across the country at cities that have done significant amounts of turnaround it's because they haven't chased after big ideas, shiny people and people who can grab headlines, but because they invested in the deep hard work that's based in schools and classrooms there," say Gym.
