The six former officers received state sentences on Wednesday that will run concurrently with their federal sentences, which came down in March.
More than 3,600 people will be eligible for payments of approximately $7,000 to $13,000, plaintiff lawyers said.
"I was just assaulted by a police officer," the motorist told 911. "He punched me in the face through my window."
