The incident played out at about 6 p.m. Wednesday near the intersection of Old Capitol Trail and St. James Church Road in Wilmington.
According to investigators, the 26-year-old victim told police he was in the car with a six-year-old passenger when he exchanged words with the driver of a car that was stopped in the middle of the road.
The victim told police the driver of the stopped car pointed a handgun out the window and fired one shot in the direction of the victim's car.
Officers with the New Castle County Police Department responded to the scene and located the suspect's vehicle at the intersection of Telegraph Road and Old Capitol Trail.
The driver was taken into custody and was later identified as 28-year-old Augustine Flores-Perez after providing officers with a false name.

Flores-Perez was charged with two counts of reckless endangering in the first degree, carrying a concealed deadly weapon, possession of a deadly weapon during the commission of a felony, criminal impersonation and aggravated menacing.
He was arraigned and committed to the Howard R. Young Correctional Institution in lieu of posting $31,000 cash bail and issued a no contact order with the victims.
