House speaker Mike Johnson is proposing a two-step stopgap funding bill to avoid a government shutdown. The proposal excludes funding for Israel, Ukraine and the U.S. border with Mexico. CBS News congressional correspondent Scott MacFarlane is following the talks in Capitol Hill.
