How Congress' budget process is supposed to go and what happens when there are delays
The House and Senate have passed a continuing resolution to keep the government open until March, the third government funding extension this Congress has approved after stopgaps in September and again in November. CBS News' Anne-Marie Green has a look at the congressional budget process and the impacts of the constant delays in passing budgets.
