GOP claims widespread voting by non-citizens but officials say impact is extremely rare

Claims of voting by non-citizens are part of a national Republican effort to challenge voter applications called "Protect the Vote," but Democrats allege it's a way to sow confusion. Officials say the number of non-citizens who've actually cast votes in federal elections is miniscule. North Carolina identified fewer than 50 votes in its audit of 2016.
