"Congestion Pricing" passes in New York as other states consider the plan for themselves
The nation's largest city is trying something new to deal with traffic. Last week, New York's governor and legislature approved "congestion pricing." It will charge drivers a fee to drive into the heart of Mahattan and the money raised will help fund mass transit.
