Richard Acosta Jr., 33, of Garland is charged with "capital murder - multiple persons." The 14-year-old arrested Monday has been released to his family.
The suspect fired at least 20 rounds said Garland Police Chief Jeff Bryan.
The 16-year-old boy is charged with unlawful carrying of a weapon and aggravated assault with a deadly weapon.
