Allen's police chief says this is not just an issue in his city, and his counterparts agree.
For months, Allen police spent weeks making undercover purchases at smoke shops across the city, then sending the THC products for testing at a certified lab in North Texas.
Buyers have to be 21 years old to buy a vape in Texas, but police say that isn't stopping some stores from selling to minors, and in many cases, they say the THC products are well over the legal limit.
The CBS News Texas I-Team went inside the investigation, from the undercover purchases to the lab testing and parents who said stores were selling to their kids.
Five people were arrested as police searched properties.
Representatives from several of the victim's families filed the lawsuit.
Allen is one of the few North Texas towns that only has one public library.
The collection is worth nearly $2 million and includes baseball cards for Mickey Mantle, Jackie Robinson, Babe Ruth and other Hall of Fame players, the owner says.
