Texas Legislature Debates Road Funding
AUSTIN (AP) — The Texas Legislature has convened to debate new funding for roads and bridges by diverting money from the state's Rainy Day Fund.
The House and Senate convened for the second time Monday since Governor Rick Perry called them for a third special session.
Lawmakers could pass the measure to divert half of the money flowing into the Rainy Day Fund and use it for transportation. Lawmakers must approve a bill and win a two-thirds majority to approve a constitutional amendment. Voters would need to give final approval in November 2014.
Conservatives want a trigger to stop the diversion into the Rainy Day Fund if the balance drops below a certain point. Other lawmakers want to retain control of the fund and the money flowing into it.
