Sweeping McKinney PD Changes After Internal Investigation
MCKINNEY (CBSDFW.COM) - The McKinney Police Department has released the results of an internal investigation into the handling of sexual misconduct complaints against chiropractor David Russell.
Russell is accused of using his clinic and medical practice to inappropriately touch four women and girls. After his arrests McKinney police revealed there are a total of 18 accusers in all. According to authorities, allegations against Russell date back to 1995.
The investigation has resulted in three McKinney police officers receiving a written reprimand.
The report states that some other actions being taken are "not as a direct result of this investigation but as a result of recognizing the growing need in this area." Those internal changes include having two Child Protective Services (CPS) employees working out of McKinney PD, to create better communication.
To ensure there haven't been other improperly dealt with cases, there will also be an audit of all 997 CPS referrals from McKinney PD in 2011, to verify they were all properly handled.
The report also says there will be more police supervision on all levels.
Russell's accusers claim he penetrated them with his hands during treatment sessions. Some of those patients were dance students at a business owned by Russell's girlfriend.
A former dance instructor told CBS 11 News that she went to police six months before Russell was arrested, with accusations that he was assaulting students, and those complaints were ignored by McKinney police.
Russell has been arrested several times in relation to the charges, the last time on December 15, but is free on bond.
