Police Association Reveals DPD Reform Plan

DALLAS (CBSDFW.COM) - Law enforcement officials confirmed that Joel Allen died on Monday. He was shot by police after an officer spotted him doing what was suspected to be drug activity last week. When the officer approached, he said that Allen tried to run him over. That officer shot Allen though the vehicle's windshield. The Dallas County Medical Examiner could release Allen's official cause of death on Tuesday.

This officer-involved shooting is just one of more than a dozen so far this year.

The Dallas Police Association on Tuesday is going public with a 10-point plan to revamp the Dallas Police Department. Chief David Brown received a copy of the recommendations, but there has been no word yet on his thoughts, or if he has even finished reading over everything.

The association calls their reform plan comprehensive, saying that it will serve to improve the entire police department.

Some of the recommendations include changes that will strengthen ethics within the Dallas Police Department, ways to increase transparency, and clarification on the department's use-of-force policy. There are suggestions about ways to improve police chase procedures, and when to get rid of a police squad car after it has accumulated mileage. The association is also urging the department to change how their internal affairs investigations are conducted.

Dallas Police Association president Ron Pinkston said in a news release, "Our goal is to have the best police department in America and we believe our proposed 10-point reform plan is a good start toward achieving that."

The two organizations have already been meeting for some time to discuss these issues. The assocation's official recommendation was handed over to Brown for the first time on Tuesday. "We are committed to working closely with Chief David Brown on these smart, forward-thinking reforms," Pinkston said, "that will strengthen the public's trust in our police department, improve the morale of our officers, and continue to protect Dallas families from crime."
