Candy left in trick or treat bowl by masked stranger tests negative for narcotics

MCKINNEY (CBSDFW.COM) - A 19-year-old caught on-camera refilling a neighbor's empty candy bowl on Halloween won't face charges.
It happened in the 600 block of Castlewood Dr.
The McKinney Police Department investigated and found that the candy he left showed no signs of tampering and tested negative for narcotics.
Despite this, homeowners who saw the teen wearing a mask, gloves and black hoodie, were alarmed by his 'unusual' actions. The teen didn't ask for permission to refill the bowl, and they didn't know who he was.
The police department shared the surveillance video, which caused concern many in the community.
