Man Surrenders After 4-Hour Standoff With Plano Police

COLLIN COUNTY (CBSDFW.COM) - A four-hour standoff with Plano police and a distraught man ended peacefully this morning.
Officials say it was around 3:15 a.m. when a panicked woman called and said that after arguing with a man she knows, he shot at her.
The incident took place at the Brooks on Preston apartments in the 7200 block of Preston Road.
Kerry Terrell Bradley, a 40-year0old from Plano was arrested in connection to this incident.
He has been charged with Deadly Conduct and is currently being held in the Collin County Detention Center.
Plano Police Department public information Officer Andrae Smith said, "While the female was leaving, she was entering her car and leaving the parking lot, several rounds from a weapon were fired at her vehicle."
After the alleged shooting, the 40-year-old man barricaded himself inside an apartment. Initially, police were able to make contact with the man by phone, but he became uncooperative and hung up.
Police closed off streets in the area and evacuated other residents in the apartment building to a safe location. "We knew at minimum through the conversations early on that there may be a possible mental state or concern for his well-being and the well-being of the neighbors in the surrounding buildings with him discharging a firearm in a municipality," Smith explained.
While there was never any indication that explosives were involved or at the scene, the Bomb Unit was called for support. They were able to assist by deploying the bomb robot. Smith said they sent the robot to the apartment door and were able to re-established communication with man.
After talking to the suspect for more than half-an-hour he agreed to surrender. Smith said the suspect walked outside and began a conversation with negotiators that included step-by-step guidelines as to what he should do.
Bradley surrendered without incident and no one was injured. Smith said officials went through the long police process for a very specific reason. "It ensures from this day forward [that] anyone unfortunately in a position that wants to barricade themselves or even take hostages, that when we say, 'We want to bring you out. We don't want anyone hurt,' we mean exactly that."
While police left an area cordoned off, just before 8 a.m. they did allow evacuated residents back into their apartments and reopened streets around the complex.
Police believe Bradley was under the influence of some type of alcohol and/or drugs. They say his condition is being "evaluated" and charges against him will be determined later.
The female victim drove away from the scene immediately after the alleged shooting. Investigators say after hanging up with 911 they have, so far, been unable to reopen a line of communication with her.
