DALLAS (CBSDFW) - Early estimates of how much the tornado damage will cost in North Texas has been released.

According to experts, total losses for the area are expected to top $1 billion for everyone affected by the tornadoes throughout Dallas, Rockwall, Ellis and Collin Counties.

The heaviest losses are in Garland and Rowlett.

The Insurance Council of Texas says construction and rebuilding may not begin until January.

Some of that rebuilding could possibly include a water tower on Martha Lane in Rowlett. After being damaged in the tornado...it was stabilized with wire and drained of water to keep it standing. But now, the city has to decide whether to repair or replace it it.

Access is still restricted in Rowlett but Garland police have lifted the curfew that had been in place since Sunday.

Two FEMA assessment teams will be on the ground in North Texas on Wednesday. One team will deal with public assistance and the other with individual losses.
