Going Around The Drilling Moratorium

Senator John Cornyn wants to end the off-shore drilling moratorium and is filing legislation to do it.  Senator Cornyn's legislation wouldn't cancel the off shore drilling moratorium, but it would offer a way around it.  "The way we would do that is we would say the moratorium would not apply to an applicant for a permit to drill if the Secretary of the Interior determines that the applicant complies with two notices under the law."  Those notices have to do with using certain safety equipment to prevent blow-outs and having a comprehensive plan to deal with a worse case scenario blow out if it was to occur.
