"No one at the White House was given a heads-up," White House press secretary Karine Jean-Pierre said.
Mr. Trump maintained in February his records were turned over to the National Archives "in an ordinary and routine process."
Rep. Richard Neal, head of the House Ways and Means Committee, first requested the tax information from the IRS in April 2019.
Sources told CBS News the search by the FBI is connected to a Justice Department probe of Trump's handling of presidential records.
The Presidential Records Act governs the record-keeping responsibilities of presidents, but legal experts have said Trump may have violated other laws.

The bill's passage is a significant achievement for Democrats as they look to maintain their hold on Congress in the November midterm elections.
Seven Republicans voted to allow the insulin cap in the legislation, but it failed to reach the 60-vote threshold needed to include it.
