The House Republican Conference voted that Jordan should drop his bid in a closed-door meeting following an earlier vote on the House floor.
Without an elected speaker, the House is paralyzed from taking any action on a national security supplemental request.
"I'm still running for speaker and I plan to go to the floor and get the votes and win this race," Rep. Jim Jordan said Thursday.
President Biden is asking Congress for $100 billion in supplemental funding, including aid for Israel and Ukraine.
President Biden visited Israel in a show of support following the Hamas terror attacks, but a meeting with Arab leaders was canceled following the deadly explosion at a Gaza hospital.
All total, 22 Republicans voted against Rep. Jim Jordan on the second ballot.
