The pardon could affect thousands of service members convicted over the six decades that military law formally banned consensual homosexual conduct.

Candidates had until 12:00:01 a.m. ET Thursday to meet the qualifications for the first presidential debate, which will be hosted by CNN.
The program will offer legal status and a streamlined path to U.S. residency and citizenship to roughly half a million unauthorized immigrants who are married to American citizens.
The House Ethics Committee said it is still examining whether Rep. Matt Gaetz may have "engaged in sexual misconduct and illicit drug use," among other allegations.
The two Republican Party leaders are plotting a path to victory in the November elections.
President Biden already said he will not pardon his son, Hunter, which he reiterated during a joint news conference in Italy on Thursday.
Senate Minority Leader Mitch McConnell, who has openly criticized former President Donald Trump for years but has endorsed him for president, called the meeting "really positive."
The G7 leaders have separately agreed to give Ukraine a $50 billion loan amid the war with Russia.
A recent CBS News poll suggests the presumptive Democratic and Republican nominees for president are neck-and-neck.
"He knew what he was doing when they told him he had to fill out that application," one anonymous juror said of Hunter Biden.
