During an undercover operation, the sheriff's office bought phony cards which led to a search warrant.
Chicago police said just after 6:30 p.m., the 53-year-old man was dropping off food, near 57th and Sangamon, when someone shot him in the chest.
The victim, who has a FOID card and concealed carry license, and then the offender exchanged gunfire.
Just before midnight, flames were shooting from the fourth floor of the building near Wells Street and North Avenue.
No injuries have been reported.
Police are investigating and have not confirmed if the robberies are connected.
Two teenagers died after they were shot in the Loop Friday during the lunch hour, a time when that area is typically crowded with tourists, students, workers, and commuters.
"Keep the gun in a different location. Your ammunition in a different location," Deputy Chief Senora Ben said.
