The crash reported around 6:45 p.m. Friday prompted the closure of northbound I-35 lanes for about five hours.
Officers were dispatched to the scene just before 10:30 p.m.
The crash involved at least six vehicles and occurred at I-35W and Crawford Road, authorities said.
The teen, who was not injured, was taken to the Rockwall County Child Advocacy Center for a forensic interview.
The incident occurred on Crestmeadow Street near West Windsor Drive.
The child had been last seen around 7:45 a.m. on Tanglewood Circle.
"He was a husband, a father, a friend, a mentor, and a source of strength for all who knew him," his department said.
Alford was taken into custody by members of the Sweetwater Police Department and the U.S. Marshals Task Force.
The child was taken to Cook Children's Hospital, where he was pronounced dead in the emergency room.
The blaze at the River Ridge Residence Inn was limited to one room.
When officers arrived at Tom Browne Middle School, the child was receiving CPR from a school nurse, police said.
