The families believe speaking directly with President Biden will help get their loved ones home.
"We can negotiate and we can bring Austin home without changing our foreign policy," Debra Tice said.
A U.S. official said the object did not pose a military or physical threat to people on the ground.
It's the first organized effort by the U.S. to evacuate its civilians from the country.
Prosecutors have said Sergey Cherkasov was in the U.S. gathering information on the war in Ukraine before his cover was blown.
Senior administration officials said the move is meant to deter future wrongful detentions as families call on the U.S. government to do more.
The U.S. evacuated its embassy personnel from the country over the weekend amid intense fighting.
The House voted 217 to 215 to pass the Limit, Save, Grow Act of 2023, with all but four Republican members voting in favor.
The request for testimony follows scrutiny about Justice Clarence Thomas's close ties to a billionaire Republican donor.
The investigation revolves around efforts to overturn the 2020 election.
