Where are the retail theft ring leaders? California isn’t tracking what happens after the arrests.
No one — not the Governor's Office, the CHP Retail Crime Task Force, nor California's Attorney General — can tell us how many people arrested for retail theft this year were actually sentenced, let alone how many went to jail, received treatment, or re-offended. State data indicate most of the people arrested by the task force were cited and released.
