Phil Matier: Oakland Considers Federal Takeover Of Police Internal Affairs
OAKLAND (KCBS) – Oakland City Administrator Deanna Santana recently presented a plan to the City Council in closed session that would have the city agreeing to an outside receiver temporarily taking over the police internal affairs division.
This is a major turnaround for city officials as they hope to stave off a full federal court takeover of the agency.
U.S. District Judge Thelton Henderson has had major concerns with the internal affairs department, which investigates allegations of officer misconduct. He said his frustration stems from the pace at which the Oakland Police Department has implemented reforms they agreed to stemming from a settlement in a police brutality lawsuit from a decade ago.

This comes a day after Oakland Mayor Jean Quan said in a statement that the department is working intensely to implement the required changes and is "confident they will be in compliance by the end of the year."
