SAN FRANCISCO (Bleacher Report) -- Eight days before the 2013 NFL draft, San Francisco 49ers general manager Trent Baalke addressed the local media in a pre-draft presser. By the time it was wrapped up, his message was clear: The 49ers are not a need-based drafting team.
