Capitola Officials To Issue Emergency Proclamation Following Flooding
CAPITOLA (CBS/AP) -- Officials in Capitola are expected to issue an emergency proclamation following two flash floods that forced the evacuation of a mobile home park and damaged businesses.
The Capitola City Council is scheduled to meet at 1:30 p.m. Sunday and finalize the proclamation, as the city plans to seek state assistance.

Heavy rains Saturday caused a two-foot burst of water from a culvert in the Pacific Cove Mobile Home Park to rush into the Capitola Village shopping area.
The area had already been flooded two days earlier when a drainage pipe in the same culvert failed.

The 43-unit mobile home park has been evacuated.
City officials are still working on a damage estimate, but Capitola Public Works Director Steve Jesberg said that replacing the pipe alone could cost up to $1 million.
