A Toyota Camry Solara traveling west on 55th Street crossed into opposite lanes of traffic then smashed into a parked pickup truck, Thomason said.
A 27-year-old woman who was riding in the front passenger seat was taken to a nearby hospital where she was pronounced dead, he said.
The driver of the Toyota, a 28-year-old man whose name has not been released, was hospitalized with serious injuries but was expected to survive, Thomason said.
He was later arrested on suspicion of vehicular manslaughter and driving under the influence of a controlled substance, Thomason said.
The woman's name is being withheld until her family is notified of the death, according to the Alameda County coroner's bureau.
