Two Arrested For Carmichael Mailbox Bombs

CARMICHAEL, Calif. (CBS13) -- Two men were arrested early Wednesday morning after allegedly setting off an explosive inside a mailbox and planting another device at a second residence, deputies said.

The Sacramento County Sheriff's Department said residents reported a loud explosion on the 4300 block of Vulcan Drive just after midnight, just a short time after a neighbor witnessed someone placing an object inside a mailbox and leaving the scene in a vehicle.

A deputy spotted a car matching the description of the suspects' vehicle within 10 minutes and pulled it over, authorities said.

Deputies said Scott Barney and Phillip Fernandez -- both 23 -- as well as two boys aged 8 and 13 were inside the vehicle. All four occupants were detained after investigators found plastic bottles containing white powder.

Members of the Sheriff's Explosive Ordinance Detail neutralized the devices without any injuries. Deputies also found another device placed in a mailbox of the 1800 block of St. Anne Court.

Barney and Fernandez are being charged with vandalism, conspiracy, possession of a destructive device and felony child endangerment and are being held on $1,000,000 bail. The two juveniles have not been charged.
