Suspect Shot At Fairfield Lowe's Was Trying To Pull Up His Pants As He Fled
FAIRFIELD (CBS13) — A suspect who was shot by a Fairfield Police officer at a Lowe's on Monday was not armed during a pursuit, and was trying to pull up his pants.
James Jarrard, 33, was wanted for a drive-by shooting that wounded an 8-year-old child in Concord on Friday. Police say a bystander who recognized him from TV news reports contacted them.
When officers arrived at the Lowe's, Jarrard was standing outside a vehicle that had been reported stolen from Walnut Creek. Jarrard fled through the parking lot and around to a service alley by the store. When he was cut off by police on one end and tried running back toward officers who were pursuing on foot.
As he approached the officers, they say Jarrard reached for his waistband. Confronted in the alleyway with no place to seek cover, police say an officer fired two shots, striking Jarrard once in the neck.
No weapon was found in Jarrard's possession, and he later told investigators he was trying to pull up his pants.
Jarrard is listed as stable and will remain in the hospital until he recovers, when he will be moved to the Solano County Jail.
The officer who shot Jarrard, a 9-year veteran, has been placed on paid administrative leave.
