Rains Create Big Mess On Roads Throughout Sacramento Valley

SACRAMENTO (CBS13) – Sunday's rain created hazards for drivers throughout the Sacramento Valley.

"Oh this is terrible, this is ugly," Irma Hinojosa said.

Earlier on the Sacramento River, animal control tried to rescue stranded cats from rising water.

"So there's one that's at the base of the tree and then there's another one under a pipe on the other side that hasn't made it out," said animal control officer Jace Huggins.

But large debris and quickly moving water made it unsafe to put a rescue boat in the water.

"We're working with the fire department to figure out a way to get something floated out there that she can get on, give her some shelter and give her some food," Huggins said.

Down in Elk Grove, a semi-truck veered off of Interstate 5 – causing a three-car collision in the rain.

And down in Stockton, flooding on Highway 99 created a bottleneck for drivers.

"We've had some close calls just sitting out here," said Officer Mike Thomas.

And one more thing for CHP to keep an eye on.

"Basically we're slowing down traffic, doing traffic breaks, trying to keep the speed limits down," Thomas said.

In this weather, Hinojosa only had one thing on her mind.

"Go to sleep and rest. I [didn't] want to come out, but we did."
